On October 23, 2026, U.S. Secretary of State Marco Rubio urged Cuban citizens to discreetly contact the CIA to help end their country’s communist government.

Following his call, the CIA posted online instructions in Spanish explaining how to securely share information using private browsers. Cuban officials mocked the appeal as a desperate move.

This comes amid rising U.S. economic and political pressure on Cuba, including an energy blockade.
